The strategy of the coordinated development of Beijing-Tianjin-Hebei(3J) is one of the three national strategies. The General Secretary emphasized that "green water and green mountains are golden mountains and silver mountains, protecting the ecological environment is to protect productivity, and improving the ecological environment is to develop productivity", and its core connotation is the coordinated development of the three areas as a whole. These important dissertations profoundly elucidate the dialectical unity between ecological environmental protection and economic and social development. To implement the coordinated development strategy of the 3J-region, we should give priority to ecology, continue to promote industrial restructuring, and strive to build a green and sustainable living environment. In the face of tight resource constraints, serious environmental pollution and ecosystem degradation in the 3J-region, we must establish the concept of ecological civilization, which includes "clear waters and lush mountains are gold and silver mountains" and "harmonious coexistence between human and nature". We must give priority to ecological civilization construction, and integrate it into all aspects and the whole process of rural revitalization, realizing the goal of "double carbon" and building a beautiful China.

Under the guidance of the Ministry of Science and Technology and other relevant departments, Tianjin Normal University and Beijing Normal University signed a strategic cooperation agreement in April 2021 to establish and co-build the "Beijing-Tianjin-Hebei Ecological Civilization Development Research Institute". It was led by Tianjin Normal University and built in collaboration with Beijing Normal University, Tianjin University, Chinese Academy of Sciences and other relevant institutions.

The Academic Committee of the Academy is composed of 6 academicians and 20 national well-known experts in the disciplines of geography, ecology, surveying and mapping Science and technology, geology, environmental Science and engineering, Education of Chinese as a foreign Language and others. Led by Professor Wu Jianjun, PhD supervisor and Faculty of Geography, Beijing Normal University, the innovation team brings together academic leaders and key members from Beijing Normal University, Chinese Academy of Sciences, Tianjin Normal University, Tianjin University and other universities, and brings in experts from the United States, Japan, Germany, Belgium and other countries who have studied abroad.

The Institute plans to build a building for innovation science and education and an urban ecological field observation station for the Beijing-Tianjin-Hebei metropolitan area on the campus of Tianjin Normal University. At present, the innovation building and field observation station have been planned and completed, covering an area of 5 acres and an office area of 8,000 square meters, integrating various functions such as teaching, scientific research, experiment, achievement transformation and consulting services. Covering an area of 5 acres, the Urban eco-environment Observation Station is equipped with typical ground features and observation experimental instruments. It is cooperating with Beijing Normal University, State Key Laboratory of Eco-Environment Research Center of the Chinese Academy of Sciences and field observation stations of relevant units in Tianjin to actively build the Beijing-Tianjin-Hebei eco-environment observation network, so as to realize the comprehensive monitoring of the eco-environment with the integration of heaven, earth and space and the intelligent service of geospatial big data. In order to lay the foundation for national field observation and research stations, the aim is to fill the gap of national urban ecological environment observation and research stations.

Facing the major strategic needs of ecological environment and regional sustainable development in the coordinated development of 3J-region, the Institute adheres to the five-pronged overall construction idea of "network observation - remote sensing monitoring - innovative research-consulting service-cooperation and exchange". Through the construction of ecological civilization data and service platform connecting the 3J-region and urban ecological field observation station of metropolitan group, Focusing on ecological pattern and environmental effects, dynamic monitoring and assessment of resources and ecological environment, linkage ecological security and emergency disaster reduction services, impacts of climate change and ways to achieve dual-carbon goals, urban sustainability and international comparative research in the 3J-region, The institute will be built into a domestic first-class ecological environment research and development platform for the Beijing-Tianjin-Hebei region, talent training and decision-making consultation platform for major practical issues of ecological civilization, an open collaborative innovation institution that embodies the "Beijing-Tianjin-Hebei collaborative development" and integrates teaching, scientific research, talent training, consulting services and achievements into one. It will play an important role in promoting the coordinated development of regional scientific and technological innovation and urban construction, promoting the construction of low-carbon green ecological city, and building a new type of think tank that serves the coordinated development strategy of Beijing, Tianjin and Hebei and the important decision-making of Tianjin Municipal Party Committee and Municipal government on ecological civilization.
